Joe Montgomery

Civil Service Commissioner & Chairman Re Ltd
Better Futures Programme Cohort 2025
Joe is a committed public servant. His 30 plus year career has been split into roughly three equal parts; leading local and city initiatives, leading national government initiatives and most recently as a non-executive director.

One of his most recent roles was as an Assessor on the Grenfell Tower Inquiry. This role brought into sharp focus a trend that Joe had been aware of for a while, that of organisational overload. Increasingly we are asking more and more of our public service organisations while policymakers oscillate between a ramping up or a radical streamlining of regulation.

During his time on the Better Futures Programme, Joe is seeking to explore how we can help develop more resilient organisations, particularly public service organisations, to better face the future.

Within this Joe is seeking to understand the opportunities that AI can play in building resilience in complex public service delivery chains in a context of shrinking resources. How it might support those at the service delivery frontline who feel overwhelmed as well as those at the policymaking/regulatory centre.
